About the Census
The UK Net Zero Business Census is an annual survey which creates a nationwide snapshot of how businesses are tackling net zero and climate action. It is delivered by UK Business Climate Hub in partnership with Planet Mark, Sage and a coalition of business associations, organisations and media outlets. The initiative is endorsed by the DESNZ Net Zero Council, with polling conducted by the British Chambers of Commerce. In the 2025 UK Net Zero Business Census Report, more than 2,000+ organisations participated.
This year in addition to the overall ‘Summary Report’, British Business Bank have developed an ‘SMEs and Net Zero’ report focused purely on the data from 1,700+ SME respondents to gain deeper insights into their needs.
What is net zero?
The UK Climate Act (2019) established a national 2050 net zero target in law. In practice, this means that organisations need to reduce carbon emissions in line with science-based targets. Most industries will need to cut at least 90% of their total emissions before 2050.
2025 results showed:
- 79% of large organisations view progressing on net zero as a medium to very high strategic priority in the next 12 months, driving a cascade of requirements through their supply chains.
- Supply chains are driving accountability with 51% of large organisations having received requests for carbon data from suppliers, rising to 62% for exporters.
- Ambition is holding steady, but only 11% of businesses have set a formal net zero target.
- 59% have taken energy efficiency actions and 55% cut waste.
- Costs are the biggest barrier, with 66% saying they hold back progress.
